Abstract

Introduction: Stroke remains a significant public health concern in Uganda attributing to the  highest cause of preventable death and disability in adults. Due to the growing recognition of  Monitoring and Evaluation system in project management, it necessitates that we incorporate it in  stroke management. Unfortunately, there has been less uptake and incorporation of M&E in stroke  management, therefore the need to assess the performance and identify the factors influencing the  M&E system in stroke management by interviewing the staff involved. The study will use the  Performance of Routine Information System Management (PRISM) framework focusing on M&E  work plan and costing, human capacity, data management, and communication as the key components to give an insight into the key indicators; Input, Process, Output, and Outcomes being  influenced by the RHIS determinants. Objectives: To assess the existing monitoring and evaluation system for stroke management  program at Mubende hospital. To evaluate the data collection tools used in identifying stroke risk  factors at Mubende hospital. To assess the factors influencing M&E system in stroke management. Methods: A cross-sectional study design using concurrent mixed methods of data collection  where both qualitative and quantitative methods will be applied. The components will be assessed  by different data collection tools (Questionnaire, Document reviews, and KII).  Conclusion: Findings of this study will provide the basis for policymakers to develop or improve  policies for the M&E system in the management of NCDs. The gaps identified, will also build the  body of knowledge for future studies.
